I have a big-picture question for the White House, one that I fervently wish that a member of the press corps would ask:  Can the President envision a circumstance in which he would order a preemptive nuclear strike?  If so, what would that circumstance be?

And if not, then why exactly is the Pentagon preparing contingency plans for just that?
